Housing benefits

Housing benefits are granted and paid out by the Caisse d’Allocations Familiales (CAF).
The amount varies in relation to several criteria, such as rent price, income, family status and so on.

The “aide personnalisee au logement” - APL

In order to take advantage of the APL a student must be the tenant (or in some cases the owner) of a State “controlled” building (“immeuble conventionné”).
To find out whether or not the building in which you intend to live is “conventionné”, contact the owner or the rental agency (“régie”) before signing your lease.
The APL is paid directly to the owner of the flat who deducts the sum from the rent owed. The amount is reviewed on 1 July every year. The APL cannot be accumulated with the ALS Similarly, you cannot obtain this benefit at the same time as parent benefits.
For students, a minimum income rate is used in the calculation of this benefit.

The “allocation logement a caractere social” - ALS

To receive this benefit, students - whether they are employed or not - must be renting or sub-letting lodgings that fulfil certain conditions relating to basic minimum needs, including a habitable area of at least 9 m2(+ 7 m2 per person thereafter).
Students must spend a certain percentage of their income on their rent, this percentage being calculated according to a fixed annual minimum which changes every year.
The ALS cannot be accumulated with any other benefit.
For students under the age of 20, receiving the ALS can decrease or suppress the benefits received by their parents. Before making your decision, contact the CAF.

The “allocation logement familiale” - ALF

This benefit is available to married couples - whether they are employed or not - from the date of their marriage. The conditions and characteristics are more or less the same as for the ALS, although it should be noted that for the same minimum rent, the annual income taken into account will be higher.

The Locapass' : a deposit and a guarantor

These allowances are aimed at people who want to get an accomodation and who can't supply a deposit or don't have a guarantor. Allowances are free but you must pay off the lending deposit.
They are pay out to young people and to employees by collecting agencies of the 1% logement.

Here are requirements :
- young people under 30,
- in training
- or being looking for a job,
- young people in CDD and
- students (who have work at least 3 months, who are in CDD for at least 3 months at the time of the application or who give proof of a 3 months' work experience agreement current).
